Mr. Garro has a Bachelor’s degree in Political Science from St. Mary’s University and a Master’s degree in Education from Trinity University in San Antonio, TX. His life’s-work includes being a classroom teacher, a high school principal, a teacher and administrator of multi- handicapped/medically fragile students, a national presenter on “Teaching the Hard-To-Reach” and the Director for School Improvement (PreK-12) at a large public school district in SA. He has been the Executive Director of City Year SA, President of Central Catholic HS, Vice President of Global Business Development at Vascular Perfusion Solutions (VPS) and currently serving as the Chief Development Officer and Director of External Relations for the Discalced Carmelite’s Province of St. Thérèse de Lisieux.

Working to achieve sustainable impact in San Antonio, Garro played a role in numerous initiatives aiming to implement the Collective Impact model in San Antonio. (The model is based on a shared vision, common agenda, shared measurements, continuous communication, mutually reinforcing activities, and a backbone agency). Those collective impact initiatives include ‘Excel Beyond the Bell San Antonio’ affecting children in the Out-of-School Time; San Antonio College Access Network working to increase student access and success in postsecondary education; and Promise Neighborhoods building a complete continuum of

cradle-to-career solutions in underserved neighborhoods.

Garro demonstrates his commitment to the San Antonio community by serving in a variety of ways. He is a board member and Immediate Past-President of The San Antonio Rotary (engaging in service above self to create lasting change globally, locally and within ourselves); a founding board member of The Stay Strong Foundation (supporting families battling childhood cancer); a board member of St. Mary's University, Greehey School of Business, Forum on Entrepreneurship; an advisor to the Salesian Sisters of St. John Bosco (dedicated completely to young people, the poor, and women at risk); a participant and alumnus of the FBI Citizens Academy (an in-depth education of the threats to our nation and the role of the FBI in protecting the nation from those threats); and alumnus of the Masters Leadership Program (professional development for community leadership). In 2024, Garro was elected Mayor of Grey Forest, TX, a small municipality at the threshold of the Texas Hill Country.

Garro is recipient of Morgan’s Heart of Gold Award chosen by a panel of judges who select awardees from around the globe who have clearly distinguished themselves in helping those with special needs and disabilities; recipient of Texas A&M College Station’s Transformational Leader Award given to individuals who have been role models, mentors, and servant leaders transforming their communities. Garro was recipient of two Rotary International Awards: 1. Rotarian-of-the-Year, and 2. Service-Above-Self Award.

Garro earned the honor of classroom “teacher of the year” three times including the distinguished district “teacher of the year” from Northside Independent School District; filmed by Association for Supervision and & Curriculum Development (ASCD) as an example of superb teaching; chosen to create content for the video production by the JC Penney Leadership Institute on School Improvement; chosen to keynote at the annual Finland National Symposium on School Improvement and facilitate a process to educate children with special needs.

Garro designed a number of inspiring murals to engage the community and connect the community to the services provided at places like, The Children's Shelter, The Children's Bereavent Centers, Pre-K 4 SA, The Boys and Girls Clubs, Haven for Hope, Any Baby Can and CASA (Child Advocates San Antonio).

Mr. Garro’s creative educational ideas and his passion for service-learning gained him invitations to participate in the National Conference of State Legislatures, the Oxford Roundtable (an international forum to promote quality education) and Trinity University’s Principals’ Center (a learning community designed to develop principals’ leadership capacities).

Paul and his wife Erin live in Grey Forest, TX where they remain committed to serving the most vulnerable and marginal children of their community.
